Handle constraints.txt files in the `requirements-txt-fixer` hook #830

I'm thinking the requirements-txt-fixer hook should also apply to constraints.txt files since it uses the same syntax. Any objections?

seems fine -- note that constraints.txt has some ~slight limitations compared to requirements.txt but that shouldn't matter for sorting
